Director of AI International Rescue Committee
André Heller Pérache

Andre Heller is the Program Director of Signpost at the International Rescue Committee (IRC), where he leads one of the humanitarian sector's most ambitious responsible AI initiatives. Before joining the IRC, Andre spent 12 years with Médecins Sans Frontières (Doctors Without Borders), serving as Country Director in some of the world's most complex crises including: Yemen, South Sudan, the Central African Republic, Syria, the DRC, and Haiti. He now leads Signpost AI, developing and deploying agentic AI systems to deliver life-saving information at scale across 30+ countries. Andre's work sits at the frontier of high-stakes AI deployment, pioneering multi-agent architectures, safety frameworks for vulnerable populations, and open-source tools designed to democratize responsible AI across civil society. Signpost has been recognized with the EU's Humanitarian Innovation Prize and the UN SDG Action Impact Award.

Responsible AI Summit North America: Day 2 - Wednesday, June 24, 2026

2:30 PM Presentation – Responsible AI in High-Stakes Deployments: Lessons from the frontlines of humanitarian intervention

As AI moves beyond experimentation into real-world deployments where decisions may carry life-altering consequences, the industry needs systems for mitigating risk without sacrificing impact. This session examines the IRC’s approach in creating a hybrid human-AI adaptive loop architecture where agentic systems intelligently distinguish between interactions AI can safely handle and those requiring immediate human intervention, dynamically calibrating the level of human involvement to the stakes of each interaction. Participants will explore how this framework, built under the pressure of real constraints of humanitarian crises, offers a practical blueprint for responsible AI deployment in other high-stakes use cases.
